Initial Application level

An application for benefits is filed by completing many forms and submitting proof of age and citizenship to the Social Security Administration. The claim is sent to a State Agency which makes a determination of whether the claimant's conditions are severe enough to meet the definition of disability. The national average shows that about 2/3 of all claims are denied at the initial level.
